After advising on dozens of digital transformation programmes, one pattern is clear: technology is rarely the bottleneck. Culture, governance, and measurement are.

The three-layer model

Successful transformations operate across three layers simultaneously:

  1. Experience — customer and employee-facing journeys redesigned end-to-end
  2. Platform — shared data, APIs, and integration fabric
  3. Organisation — new operating models, skills, and incentives

Skipping any layer creates fragility. Most failed programmes over-invest in platform while under-investing in organisation.

Start with value pools, not vendors

Before selecting technology, map where value actually sits:

  • Cost in manual processing and rework
  • Risk in compliance and data quality
  • Speed in product development cycles

Each value pool should have a named executive owner and a 12-month measurable target.

Governance that enables speed

The best programmes use a two-speed governance model:

  • Investment committee for initiatives above threshold with formal business cases

This prevents both analysis paralysis and uncontrolled sprawl.
